Does an unrepentant person with a long history of being unmerciful deserve any mercy from society when needed?

In other words, should mercy be extended to those who have a history of and continue refusing to show any mercy themselves to other members of society, like a serial rapist or killer who has no remorse and would admittedly keep on doing such things, for example.
