Trying to grow my hair out?

So im trying to frow my hair out but my hair but its kinda flat on the back of the top sorta of where the little twirl is i wonder if getting layer would make it even out with the rest of my hair becuase its kinda out of shape. Btw im trying to go for an andy biersack look so any tips on how to get that would help to ^.^
