Why is Obama considered Socialist but not Reagan?

I've noticed many people say Obama is socialist because he enacts policies that interfere with 'free market' doctrine. Reagan is considered an outspoken supporter of the 'free market' even though he presided over the greatest swing towards protectionism since the thirties, as well as subsidized many advanced sectors of our economy through military spending. Why is this?
