Why do some folks use the term "WHITE QUARTERS" where they live?????

when I visit my peeps in Eunice, they claim to live in the white quarters, I find it crazy, especially when we are on highway 190 and I p a confederate flag on someones porch, I have lived in Los Angeles all my life and I just dont know why this garbage is accepted!!!!!!!!!
