N.KOREA says it will retaliate if any ships are inspected.what will they do?

i believe because of that threat from N.KOREA,none of their ships will be stopped/inspected.i think the U.S. and other countries like S KOREA will not do so out of fear of what the north can do.so what do you think of this and what are the chances of the norths ships being stopped knowing the pos consequences?
