Can you get more than 10 rations on Metal Gear Solid 4(MGS4)?

I've only beaten the game once on the easiest difficulty and I'm new to the series. I want to know if I can get more than 10 rations because on the easiest difficulty, I was able to get more than 30 rations; on naked normal, I only can get 10. What's up?
